Boxing New Zealand Sanctions Policy:


Definitions:

  • Boxing NZ: Boxing New Zealand (BNZ) is recognised by the New Zealand Olympic Committee and the New Zealand Commonwealth Games Committee as the sole National Federation for Olympic-style boxing in New Zealand


  • Member: Members of Boxing NZ include Athletes, technical officials, supervisor, coaching, management staff, associations and any other individual that have been accepted as members by Boxing NZ.


  • World Boxing: is the international Federation that Boxing NZ belongs to and is the only recognised International Governing Body Boxing NZ recognises.


Members of Boxing NZ (including Athletes, technical officials, umpires, coaching or management staff)

  1. are prohibited from joining, maintaining membership or participating in activities, boxing events, and or promotions organised by:
    1. any other boxing association or organisation either nationally or internationally who is not a recognised member of Boxing NZ or is not approved by Boxing NZ or World Boxing.

Furthermore:

  1. Unsanctioned Event, to participate in any manner in an Boxing NZ, technical officials, Supervisors, coaching or management staff) under the jurisdiction of a AthletesIt is prohibited for any organisation or individual (including .[1]


  1. Any Athlete or other individual who participates in any capacity in an Unsanctioned Event is automatically ineligible for twelve months thereafter to participate in any capacity in any National or International Event.


  1. /other individual to the NZ Sport Integrity CommissionAthletedecision may be appealed by the Board of Boxing NZ’s to avoid all or part of this period of ineligibility for good cause shown, provided that the circumstances will have to be exceptional to justify such avoidance. The Board of Boxing NZ or other individual may apply to the Athlete Such .
    1. During the period of ineligibility, Boxing NZ may not select the Athlete/other individual to participate in any capacity in an International Event.

  1. Boxing NZ will, to the greatest extent permitted by applicable law:
  1. prohibit the participation by organisations, Athletes, technical officials, supervisors, coaching or management staff, and other individuals under its jurisdiction in any Unsanctioned Event.


  1. take prompt and effective disciplinary action against any organisation, Athlete, technical official, supervisers, coaching or management staff, or other individual under its jurisdiction who fails to comply with this policy.


  1. If a Member of Boxing NZ participates in any competition or event in breach of these Regulations, then the Board of Boxing NZ may at its sole discretion cancel the registration of such Member with Boxing NZ for a period of time determined by the Board of Boxing NZ.


  1. Before reaching any determination to cancel the registration of a Member in accordance with clause 6 of these Regulations, the Board of Boxing NZ  must first ensure:
    1.  that natural justice and procedural fairness are accorded to that member and,
    2. without limiting the generality of the foregoing, provide the Member with a reasonable opportunity to be heard (orally or in writing)


  1. Where the registration of a Member of Boxing NZ has been cancelled in accordance with clause 6 of these Regulations, the Board of Boxing NZ may, subject to the balance of this regulation in its absolute and unfettered discretion, subsequently again register such Member on the Database of Boxing NZ; provided that the Member must first present to the Committee:


  1. a statutory declaration made by the Member not more than seven days prior to the Member making application to the Committee to be again registered on the Boxing NZ Database; by which statutory declaration the Member:


  1. has declared that he or she has not participated in a boxing or other combat sporting competition or activity during the 30 days immediately preceding the making of the statutory declaration.


  1. Furthermore, to clause 6(b) of this regulation, where the member is a boxer and in addition to the statutory declaration the boxer must provide to Boxing NZ;


  1. has advised the Board of BNZ of the dates and circumstances of all head injuries suffered by the boxer (in sporting competition or otherwise) during the 12 months immediately preceding the making of the statutory declaration; and


  1. a readable report from a registered medical practitioner of the boxer’s choice, which report shall:
    1. be written under the medical practitioner’s letterhead and be signed by the medical practitioner;


  1. be dated not more than seven days prior to the boxer making application to the Board of Boxing NZ to be again registered on the Register of Boxers of Boxing NZ; and


  1. certify that in the opinion of the medical practitioner, the boxer is fit to box; and also provided that the requirements of the Constitution and Annexe’s of Boxing NZ have again been satisfied by the boxer.


  1. When a sanctioned Member applies to Boxing NZ for approval to participate in a BNZ sanctioned boxing competition pursuant to regulation 6 of these Regulations, such application must be responded to promptly by the Executive Officer of Boxing NZ; who may only refuse to grant approval to the Member where he or she would not be entitled to participate at the time of the competition by reason of:


  1. a ban imposed on the member in consequence of a proceeding taken under Boxing NZ's Regulations or any other integrity matter; or


  1. Currently has unpaid membership and/or other fees with Boxing NZ.


  1. Prior to a sanctioned member being approved membership as per clause 7, the member must sign a “Declaration of Loyalty to Boxing NZ” and revoke all association with or membership of, an association not approved by Boxing NZ. The “Declaration of Loyalty” shall nominate a minimum period of loyalty to Boxing NZ of 3 years. Any breach of this declaration will result in immediate dismissal form membership of Boxing NZ.


[1] Unsanctioned Event means: Any event, promotion, match in whatever form that has not been officially sanctioned by Boxing NZ or World Boxing.
